There are a few ways. To begin with, you can always ask. A brief polite email to the the director of graduate studies (in most universities, there is someone with that title) in your department will do. That email tends to get forwarded to a secretary who will provide some useful information.

Second, and more in-depth, the "goals and training mission" of a program are usually going to be tightly aligned with what the professors research and teach, so you can do a bit of sleuthing to see what they do. For instance, if you're looking at neuroscience programs, and most of the prominent professors there study vision, it's unlikely that their training emphases will be outside that area. People teach what they're experts in.
